Background:
ASSHO is implementing a pilot project to support smallholder farmers, women, and youth in rural Afghanistan, where internet connectivity is limited. To address the lack of timely weather advice, climate-smart training, and digital inclusion tools, ASSHO requires a Management Information System (MIS) with an offline-capable Android mobile application and web dashboard.

Scope of Work:
The selected firm will design, develop, test, and deploy a platform within 30 days that includes:
1. Offline-first access to climate-smart farming tips, videos, and articles.
2. Weather forecasts (3-day via free API).
3. Crop tracking (manual entry).
4. YouTube embed and offline video download (MP4, ≤10MB).
5. Dedicated sections for Women in Agriculture and Youth in Agriculture.
6. Admin dashboard for user management, analytics, and report export (PDF).

Technical Requirements:
1. Backend: PHP (Laravel), Node.js, or Python (Django/Flask)
2. Database: MySQL/PostgreSQL
3. Mobile: Android (SDK 23+)
4. Hosting: Shared/VPS + SSL

Eligibility (Mandatory):
1. Valid company registration certificate.
2. Minimum 3 similar projects (offline mobile app + web dashboard) in the last 2 years.
3. Clear team composition (PM, Android, Backend, QA).
4. No active UN/UNDP sanctions.

Selection Criteria:
1. Step 1: Technical compliance (Pass/Fail)
2. Step 2: Lowest-cost bid among compliant firms (100%)

Special Conditions:
1. Full intellectual property transfers to ASSHO upon final payment.
2. No subcontracting without prior written approval.
3. 1 month post-deployment bug-fixing support required.
